David Freeman, became Chairman of the Board, California Consumer Power and Conservation Financing Authority (CPA) at its inception in August of 2001, after being Senior Energy Advisor leading implementation of the Governor’s energy conservation programs. Previously, Mr. Freeman was the General Manager of the Los Angeles Department of Water and Power (LADWP); Trustee for the California Independent System Operator and the California Power Exchange Trusts; President and CEO of the New York Power Authority; Chairman of the Board of the Tennessee Valley Authority; an energy advisor to President Jimmy Carter; an energy consultant to the U. S. Senate Commerce Committee; and head of the energy policy staff in the White House Office of Science and Technology. He earned his B.S. degree in Civil Engineering from Georgia Tech and a Law degree from the University of Tennessee Law School.
Gregg D. Ander is the Chief Architect at Southern California Edison. He is a member of the management team to develop strategic policy and direction in a competitive market. He oversees the Design & Engineering Services group which performs engineering analysis, legislative analysis, and technical program support. He is the author of over 50 technical and design related articles and was the executive producer of four “Environmental Showcase” television programs for NBC. He was recently awarded the Corporate Architect Award from the California Council of American Institute of Architects. He was educated at the University of Wisconsin – Milwaukee, Oxford Polytechnic University, and Arizona State University, and serves on the Board of Directors of the New Building Institute (NBI), The Sustainable Buildings Industry Council (SBIC) and is the co-chair of the Collaborative For High Performance Schools (CHPS.
Woody Clark, Senior Policy Advisor, Energy Reliability, Governor’s Office of Planning and Research, has extensive international and national experiences in business, research and policy in the energy and environmental fields has prepared him to find and implement renewable and advanced technologies and to lead efforts in planning, policy and finance matters pertaining to the State’s energy crisis. Before earning his Ph.D. at UC Berkeley, Clark received three separate masters’ degrees in three distinct fields that would now be classified as “Political-Institutional Economics.”
Mark Gaines is Director of Commercial and Industrial Marketing at Southern California Gas Company in Los Angeles, California. His responsibilities include marketing and energy efficiency program development, R&D, regulatory compliance and load forecasting. He is involved in numerous energy industry associations and is currently the Chairman of the Industrial Center and of the California Institute for Energy Efficiency. Mr. Gaines received a B.S. in Engineering from UC Irvine and an MBA from UCLA. He is a Registered Professional Engineer in California.
Edwin T. Harte, Senior Market Consultant, Self-Generation Incentive Program, The Southern California Gas Company, is a Graduate of UCLA with a B. S. in Mechanical Engineering in 1989 and an MBA in 1997. Since he joined the Gas Company, Ed has worked in engineering and design, field operations, and commercial and industrial marketing. His background includes system design, test and development, project management, and regulatory analysis. His certifications include: Licensed Professional Mechanical Engineer — California, and Certified Energy Manager — AEE. Ed is currently administering the Gas Company Self-Generation Incentive Program.
Craig Perkins: For the past eight years, Craig Perkins has served as Director of Environmental and Public Works Management for the City of Santa Monica. His department is responsible for all of Santa Monica’s public works activities including engineering, design and construction of new facilities, maintenance of existing facilities, and operation of City enterprises to provide refuse, sewer and water services to the community. Mr. Perkins is also in charge of the Santa Monica Sustainable City Program and the management of all other environmental programs for the City. Prior to his current appointment, Mr. Perkins held various other positions with Santa Monica in both the Public Works department and the City Manager’s Office, including Budget Director. He holds an undergraduate degree from U.C., Berkeley and Master’s degrees from UCLA.
Frank A. Spasaro, Manager, Energy Efficiency Policy, Southern California Gas Company, is currently responsible for managing the policy issues for SoCalGas’ demand side management energy efficiency programs. He has worked in many commercial and industrial marketing and sales groups since joining Southern California Gas Company in 1983. He has also worked in the environmental engineering department, helping establish an environmental auditing program for the company. He has been responsible for leading the development of many marketing programs to promote energy efficiency. He has testified in various regulatory proceedings, covering such issues as RD&D, DSM programs, and new gas rates. He has a B.S. in Civil Engineering from the University of Southern California.
